Harvest Water Program Elk Grove Transmission Pipeline and Franklin Eschinger Pipeline

Traffic Control and Signal Plans to Install 30,000 feet of Recycled Water Pipeline

The purpose of this project was to increase water supply to the agriculture land in the southern part of Sacramento County.  The project constructed 66-inch diameter pipelines to deliver recycled water from SacSewer’s wastewater treatment plant to agricultural land in southern Sacramento County. The pipeline runs primarily along the Franklin Boulevard corridor, stretching from Sims Road in Elk Grove to Core Road in unincorporated Sacramento County, covering a total length of approximately 30,000 feet. Because the work zone occupied the entire east side of Franklin Boulevard, northbound traffic was temporarily shifted to the west side to maintain safe and efficient traffic flow during construction. BENEN prepared plans, specifications, and cost estimates for work zone traffic control based on California Manual on Uniform Traffic Control Devices (MUTCD) standards and also prepared temporary traffic signal plans for seven intersections, that were impacted by the crossover traffic.
