Roadway Rehabilitation to Accommodate Future Development

The federally-funded Waterman Road Pavement Rehabilitation project was a complex street improvement project intended to repair the road’s surface, adjust drainage ditches, and add 5-foot bike lanes along partially-rural Waterman Road in the City of Elk Grove.

The City selected BEN|EN to provide analysis, design, and public outreach for the $5.5 million project. Much of the design complexity surrounded planning for future development. Although the City’s General Plan identifies Waterman Road as a future four-lane arterial road, the volume standards set in the Rural Road Improvement Policy prevented the road from being widened to four lanes until the road’s volume reaches 24,001 vehicles per day. To accommodate the project’s improvements while allowing for future growth and development, BEN|EN’s design included preparation for wider roads, such as ensuring cover for pipes at drainage cross culverts at the ultimate roadway width, reducing the need for future redesign and construction. Designs also aligned the project with a proposed roundabout at the intersection of Waterman Road and Sheldon Road.
