As someone who thrives on taking care of clients, delivering projects, and mentoring staff, it was natural for Leo to step into the role of president and CEO. He has more than 29 years of experience engineering and delivering streetscape and transportation projects, including more than 12 years working for Caltrans in project management and delivery. Leo takes pride in helping clients obtain grant funding and guiding projects from inception through construction. He continues as the director of the transportation group, taking a hands-on role in roadway, complete streets, and safe routes to school project design and delivery.
A second-generation leader at the firm, Stacey Lynch has 17 years of experience in planning, management, design, and construction assistance responsibility for water resources projects. Her expertise in small community projects includes funding acquisition and permitting from the Regional Water Quality Control Board. Her technical experience includes micro-hydroelectric facilities, intake screen systems, pipeline, and pump station design. Her experience includes delivering several design-build projects.
Drawing on three decades of experience, Trin Campos oversees the firm’s transportation project delivery process. While at Caltrans for 22 years, he held positions ranging from design project engineer to maintenance manager to design office manager. As a consulting engineer for the past decade, Trin has extensive experience securing funding and delivering state and federally-funded projects. Trin serves as City Engineer for the Cities of Biggs, Gridley, and Williams.
With 20 years of experience, Mike Massaro has successfully managed a variety of water, sewer, and recycled water projects. His technical expertise includes feasibility studies and design of pump stations, interceptors, and pipelines. Mike is adept at public outreach and has designed trenchless crossings for pipelines including horizontal directional drilling, pipe jacking with digger shield and Earth Pressure Balance TBMs. As the City Engineer for the City of Oroville, Mike oversees all of the city’s transportation, water resources, land development, and other engineering needs.
Jenn Goodwin has been managing the administration and financial operations of civil engineering firms for over two decades. With more than 18 years at Bennett Engineering Services, she ensures project teams work together effectively while each person has a path to succeed individually. Jenn oversees human resources, financial operations, office administration, and information technology personnel and tasks. She also serves as Treasurer for both the Sacramento Chapter of the American Public Works Association and the Sacramento Area Human Resource Association, as well as being a SHRM-Certified Professional, and a registered California Notary Public.
Tony Ozanich has more than three decades of experience engineering and delivering projects for public and private entities, including commercial and industrial site designs, street and highway design, water and wastewater treatment plants, water distribution systems, sewage collection systems, and golf course layouts. Tony also has experience in project management, water modeling, financial analysis of projects, construction management, inspection, soil testing, and surveying.
Ed Crouse has more than 40 years of experience in civil engineering, utilities management, and government administration. His clients benefit from his excellent relationships with state, regional, and county agencies, as well as the media and community groups. He is an effective manager, skilled in employee relations and team building. His design experience includes plant expansions and productivity enhancements.
LaSandra has more than 18 years of engineering experience with wastewater collection, wastewater treatment, and water resources projects. LaSandra specializes in small and large diameter wastewater pipeline design, small diameter pipeline rehabilitation, and civil site design. Her pipeline design experience includes gravity and pressurized pipeline and trenchless construction methods such as microtunneling, pipe jacking, directional drilling, and two-pass tunneling.
Carlton has more than 15 years of experience specializing in complete streets, roadway design, utility relocation coordination, site development, and drainage design. As a project manager and project engineer, he has successfully delivered local, state, and federally-funded projects for public agencies. These include complete street, streetscape, Safe Routes to School (SR2S), Active Transportation Program (ATP), Highway Safety Improvement Program (HSIP), safety and accessibility, bikeway and trail, and roadway rehabilitation, widening, and extension projects. Carlton specializes in innovative pavement projects including Roller Compacted Concrete (RCC), with a multi-award-winning project that rehabilitated residential, arterial, and industrial roadways.
Jorge Renteria has 15 years of experience designing complete streets projects, including retaining walls, grade separations, and curb, gutter, and sidewalk projects. He has extensive experience in right-of-way engineering from his work for the California High-Speed Rail Authority. Jorge has led the preparation of several Active Transportation Program and Highway Safety Improvement Project grant applications.
David Harden, PE, has 10 years of experience and specializes in water and wastewater system engineering. As the district engineer for the Markleeville Public Utility District, Dave takes pride in providing excellent communication and producing innovative solutions for challenging projects.
Gabriel Rodell, PE, with seven years of experience, specializes in design and evaluation of drinking water systems, sewer collection networks, and wastewater treatment facilities. Gabe is actively involved in leading the Sacramento chapter of Water for People.
Chelsea Gillis has eight years of experience in engineering consulting. Her diverse experience includes engineering and design assignments for public and private, potable water systems, industrial, commercial, and residential site designs, water distribution systems, leech field design, master plan design, water distribution systems.
Kirk Meyer has more than ten years of transportation and utility engineering experience. He has extensive experience in grading, drainage, roadway, ADA ramps, sewer, traffic signals, signing and striping, temporary traffic control, topographic surveys, and other field data collection.
Paul Anderson has more than seven years of civil engineering experience and specializes in roadway, drainage, 3-D, and utility relocation coordination. As a Project Engineer, he has successfully delivered several local, state, and federally-funded projects for public agency client.
Lizette Martinez, PE, holds a master’s degree in structural engineering and has six years of experience in transportation engineering. She also assists clients in acquiring state and federal project funding. Liz holds leadership roles in the local chapter of WTS: Women’s Transportation Seminar and the Society of Hispanic Professional Engineers.
With more than 25 years of marketing experience, Karman Cates manages marketing and business development efforts. She supports public outreach campaigns with advertising, fliers, newsletters, direct mail, study reports, email campaigns, and websites. She has provided research, editing, and design for several successful grant applications.
